Code of Conduct for Council Members, Committee Members and Candidates

In 2021, the Local Government (Model Code of Conduct) Regulations 2021  introduced a mandatory code of conduct for Council Members, Committee Members and Candidates. The principles, behaviour requirements and rules of conduct set out in the Model Code apply to all Council Members, Committee Members and Candidates.
 
At the Ordinary Council Meeting on 4 May 2021, Council adopted a Code of Conduct to be observed by Council Members, Committee Members and Candidates that incorporates the Model Code.

Complaints about Council Members, Committee Members and Candidates

If you allege there has been a breach of the Code of Conduct for Council Members, Committee Members and Candidates, you may make a complaint alleging the breach.

A complaint must be made:  

  1. in writing in the form approved by the local government;
  2. to the Chief Executive Officer, who is authorised to receive complaints; and
  3. within 1 month after the occurrence of the alleged breach.

Employee Code of Conduct 

In accordance with section 5.51A of the Local Government Act 1995, the CEO is required to implement a Code of Conduct to be observed by employees of the Town and to publish an up to date version of the Code on the Town's website.

Model Standards for CEO Recruitment, Performance and Termination

On 3 February 2021, the Local Government (Administration) Amendment Regulations 2021 (the Regulations) took effect implementing the remaining provisions of the Local Government Legislation Amendment Act 2019.  The Regulations implemented Model Standards for local governments in relation to Chief Executive Officer (CEO) recruitment, performance and termination.

Council adopted the Model Standards at the Ordinary Council Meeting held on 20 April 2021.

Integrity Strategy

The Town of Claremont’s Integrity Strategy outlines the Town’s approach to integrity and ensuring it acts with honesty and transparency and prevents and addresses improper conduct. The Integrity Strategy applies to all Town employees and Council Members.
 
The Town has adopted the Public Sector Commission, Integrity Strategy for WA Public Authorities 2020-2023 utilising the Integrity Snapshot Tool to assess the Town’s approach to integrity and identify areas for improvement.
